Keynote Speaker Verónica Zavala Country Representative in Mexico, Inter-American Development Bank Mexico Ms. Zavala, a Peruvian citizen, holds a Law Degree from the Pontifical Catholic University of Peru and a Master's in Public Administration from the John F. Kennedy School of Government of Harvard University. During her path at the IDB she has been General Manager of the Country Department Andean Group, IDB Strategic Planning Manager and Executive Director for Peru. She has also been Sector Manager at the World Bank in the Public Sector for Latin America. Before her career in multilateral organizations, Ms. Zavala was Minister of Transport and Communications in Peru, and Secretary of Public Management of the Presidency of the Council of Ministers of Peru, among other positions related to the reform of the state and the promotion of private investment. |

Soledad Núñez Minister of Housing and Habitat Paraguay Soledad Núñez was named Paraguay’s Minister of Housing and Habitat in October 2014, the youngest person ever appointed a Cabinet-level minister in Paraguay. Prior to this, she served as the Plan Coordinator for the National Poverty Reduction Strategy at the planning secretary and Former National Director of the TECHO Paraguay Organization. Ms. Núñez is a Civil Engineer of the National University of Asunción with postgraduate studies in Project Management and Management by the Universidad Politécnica de Madrid. She Graduated from the Leadership Course for Global Competitiveness by Georgetown University USA. |

Yolanda Martínez Chief of the Digital Government Unit, Ministry of Public Administration Mexico Yolanda Martínez Mancilla is currently the Head of the Digital Government Unit at the Ministry of Public Administration in Mexico. In this position she is responsible for Information and Communication Technologies (ICT) promotion, innovation and implementation within the Federal Public Administration. Ms. Martínez has played a key role within the execution of the Internet Governance and Digital Inclusion public policies with gender perspective. She has a Master's degree in Public Policy and Management at Carnegie Mellon University. |
